Top pci slot on motherboard doesn't work but the bottom one does. Asus crosshair hero 6 error 62

I recently bought a new cpu motherboard and ram due to my old motherboard pci slot not working and got my new board and the top pci slot isnt working but the bottom one is. The only thing to transfer from my old build is the gpu and psu. (gpu working in bottom slot) do you think it could be the psu? Also reseated cpu and checked for bent pins and found none. Works fine other than the top pci slot not working. updated bios and tried top slot before and after and nothing. used default bios settings and reset the cmos. Thanks for any help.

I'm having this exact same issue, have you had any progress fixing it? I've tried everything you have, except I can get a GTX 460 running in the top slot, but not my 980 Ti for some reason. I've tried two power supplies with no difference also, so I doubt its the problem.
