Stuttering in all games (especially GTA V) and constant high CPU activity

I recently built this pc and ever since it has been stuttering every few seconds in games (small stutters, almost like skipping a few frames every now and again) despite having good fps and I also noticed that during gameplay I had abnormally high CPU usage (90% +, also not that this usage is the game exe itself not a background task). I also noticed that the GPU usage is very inconsistant and drops to about 10% every 30 seconds or so (from about 97%).

Im quite new to this kind of thing as I have never built a PC before so any help is appreciated.

useage appears to be fine, how about temperatures, have you taken a look at those while playing? When you see stutters check your temp on a second monitor and see if it is getting too high or if it is running normally.

CPU temp stays at around 60 degrees C and GPU was staying around 70 constantly
