My pc smells like burning plastic

Hi, I just turned my computer on from not using it for a few months after purchasing a new gpu, and it smells like burning plastic. I read some other posts and it's all bk power supply's. I have a corsair vs400 but I am using a 8 pin to dual 6 pin adapter and it had great reviews.
Specs for the pc:
Amd athalon x4 860k
Asrock A88x pro 3+
8gb Mushkin Silverline ddr3
Zalman z3 plus case
Evga gtx 660ti 2gb
Corsair vs400

Actually the VS PSU by corsair are crap. While they did review Ok enough as time passed the failed and are now considered very bad. Checking Any good PSU tier list will tell you as much I encourage folks to get tier 1 or 2 supplis only. Yours is a Tier 4 or 6 depending who you ask..Anyways these links will tell you as much plus show you which ones are good to buy. Note the Corsair V series and VS are two different PSU units. The V series is rated good. Anyways The other cuplrit could be your motherboard but I am leaning on the PSU with the make and model of the own you own and the fact You smell burning plastic. Replace the PSU immediately and also check for burn damage on your motherboard and other parts (back side where you can see the solders is best but look over both. anyways linked below are the tier lists I was talking about.

I did not notice anything out of the ordinary on the motherboard, and after awhile the PS4 smelled fine but I could smell it by the CPU area a little bit, could it be a fan? And should I try and turn it on to find out for sure

Could be the fan, vrms, caps and a bunch of other things. Regardless you want to replace that PSU, even if it is not the cause...which I think it is. The PSU is the heart of your system never try to save money on it, do that somewhere else in your build. And the Second you think it might be causing an issue from going bad, replace it. It is the heart of your system and can fry everything attached to it physically or electrically (like a add-in card or PCIe slot powered graphics card). Trust me it is a huge liability to your PC and your life, no joke. Do check your motherboard an other parts thoroughly you need to pull them from the case all together so you can see all the sides, components and solder. Make sure you wear a static strap or at least touch your case at all times when handling your hardware. Look for charring and smell for bad/burnt smells. If the board looks ok wait until you get your new PSU and try it again. If it fails to boot or starts to smell again. Replace it as well. When the PSU died it could have easily taken the motherboard with it.

I use this as my secondary pc for simple things. I have good news though, I turned it on and the psu smelled fine but I think it is my CPU fan that smells really bad. I am going to try and switch it with another fan and see how it goes
