I would phrase it like this, the RX 460 2gb is the card to get if you have a very tight budget but want to buy a new technology gaming videocard. The GTX 1050 is the new tech entry level gaming card to get if you can afford to spend the extra cost, whatever it is on any given day, over what a 460 costs. The 1050 is worth the extra cost, but if you don't have the money then it doesn't matter if it's worth it or not.
