CPU
Intel Core i5-7600

MOTHERBOARD
MSI - Z270 GAMING M5

MEMORY
G-SKILL RIPJAWS V SERIES 16GB 2X8GB

STORAGE
Western Digital - Caviar Blue 1TB 3.5" 7200RPM

and MSI GTX1080 GAMING X

Solution
It should *work*, but there are definitely some aspects I'd recommend changing.

1. A locked CPU + Z270 board doesn't make a whole lot of sense (generally).

2. Depending on the title(s) you intend to play, an i5 may not quite be up to the task of Ultra 40+FPS.... although the titles that are going to utilize the added threads of an i7 are fairly limited right now.... that may well change.

3. A 1080 *might* be overkill, depending on the games you play, for strictly "40+FPS", but a 144Hz monitor? Doesn't quite 'jive' with your actual requirements of 40+?

4. At the pricepoint of the build, I probably wouldn't skip over an SSD.

I assume you're going to a Red/Black theme?

Although the build ends up +$200 over your original proposal...

1. The i7 is the "best" gaming chip right now, and gives you the resources for any title that can take advantage of the hyper-threading.

2. A 1080p IPS display, opposed to 144Hz, gives you something more suited to your goal of 40+FPS
(40+FPS paired with a 144Hz monitor would be a waste).

3. An SSD, faster RAM, AC capable wireless adapter,

Alternatively, a Ryzen offering is likely worth considering. Gives you all the benefits of the build above (AC Wifi, faster RAM, SSD etc) and stays under budget..... with a board that fits your theme better. 6Core/12Thread. A bit lower IPC for strictly gaming, but with an OC (on the stock cooler), it shouldn't present any issues.
