Usually no. Since QOS requires some human intervention to know what to prioritize, it is usually disabled. Also having it enabled slows many routers so having it off is best for most situations.

Ok so what could be causing me not to be able to connect to any multiplayer games for no reason?

You might need some ports opened in the firewall.
