So I just started looking into water cooling, and I want to liquid cool my 7700k and my gtx 1070. I want my radiators and fans to be able to oc mostly the gpu. I'm kinda stuck on how many radiators I should get, what fans I should get, the thickness of them, and the size of each one.

Case: thermaltake view 31 mid tower.

Ok, so should I go with a 360 mm and a 240? Would that be enough?

you need about 480mm (120x4) rad surface for this setup. it does the job for my OCed i7 and GTX 1070 even with ambient at 35C.
of course, if you can fit more it will be better if not for temperature, than at least for noise as you can slow down the fans.
Your case support 2x280 rads which is great. 280 rad performs about the same as 360 ones. Best performing radiators are HWLabs.
For more convenience (tube routing, filing and draining) I'd recommend to go with a pair of GTS XFlow 280 http://hardwarelabs.com/nemesis/gtsxflow/280gts-xflow/
