Upgrade: CPU vs GPU? or other? HELP!

Hello!
I'm a gamer, but not so much fun when I get 17 FPS in some games. I have a limited budget but not sure what to upgrade. Here are the specs:
GPU: NVIDIA GeForece GTX 745 (Benchmark on PassMark: 2168)
CPU: Intel Core i7-4790 (Benchmark on PassMark: 9997)
RAM: 16 GB
I'm thinking GPU but want to make sure if there are other things I should consider.

If you can power a 470 you should be able to power the newer cards. So then it's a matter of game/resolution. Assuming you want to play the newest most demanding games at 1080p 60fps, a 1060 or 480/580 would be where to start. Prices are kind of high right now, so you might need to look around for a deal.

You could go with a 1050 Ti but your CPU could handle something better. If the games you play aren't that demanding, or you don't mind playing with lower framerate, then the 1050 Ti would be fine.

ERROR: My graphic Card is GTX 745. Somehow I had 470 before, which I understand is still low. but... FOLLOW UP QUESTION: can I ADD ANOTHER GTX 745 to mine? would the CPU handle it? I'd have to check if my computer even takes another GPU, it's DELL XPS. My budget is low but flexible. I know the pricing in the GPU market, just not sure about the impact and the comparability .
