I'm the guy that asked my friend to do this. I am kinda stuck on mini ITX just because i have a very small desk and want to vesa mount my second monitor and have a console on my desk. So if anyone could try to stick to the ITX that would be great thanks

Okay, it looks to be cheaper and would perform better in pretty much every game. *Don't forget the Pentium G4560 &
G4600 are hyper-threaded just like the i3.

My friend days he likes it but wanted to go for a smaller build. He didn't have much room. Also, I know it's not likely, but could you fit a fully modular psu in too.

If you go with a Micro ATX chassis it will be quite small, and save a lot of money. The difference between fully and semi-modular is small, because all the hardwired cables should be used in almost any build. The S12II is not modular, nor semi-modular. I would suggest an EVGA B3 650W, like the one featured in my build, if you want something modular (which is almost a must for smaller form factor cases and builds).
 


Micro ATX is still tiny, and allows you to get the best value, but i'll try to find a smaller case for him. :)
ITX leaves costs high and upgrade options limited.
