My friend bought this card off ebay, Looks like a scam card can anyone confirm?

Hey All,

Im helping my friend build a cheap league of legends PC, so we been deal shopping and used part hunting for components and I told him that I would try to get a GTX 750ti For him or a RX 550 on eBay for like $50 cause he doesn't need that powerful of a card. He messaged me today and told me he bought this as he was trying to be helpful.

I've never seen anything like this, looks like its going to be some old Nvidia card with a new cooler on it, hes already in the process of cancelling his order with the seller but was just curious if any of you guys have seen something like this before?

Wow thats crazy that they have been getting away with this crap, Im looking at the logs and alot of people are buying these things
 
While I don't know of any 192:24:12 cards, other people have reported on removing the heatsink that it's a 192:32:24 550Ti underneath with the BIOS ID string changed to say 750Ti. They got a free card after complaining to eBay and the seller didn't want it back, so used NiBiTor to re-edit the ID string back so the proper drivers would install.

So it may turn out for the best after all, if he really doesn't need much power.
