i have a dell pc windows 7 homebasic model..i had frequent auto shutdowns and found the problem was on heat sink dust..recently i cleared it and now my computer is not turning on..cpu fan is running with high sound and no beep sound on cpu and pc is not turning on

By turning on do you mean display on monitor? Are all of your fans turning on when you power up? if everything is getting power, but no signal to the monitors, try booting with only a single stick of ram, also check your CPU socket for bent pins and make sure the thermal paste is still good.
