This is my first build so I am new to all of this. My mobo is a msi b350 tomahawk and it will only power on without the CPU in. When it's out, the leds will turn on and the cooler fan will spin. When I try to power it on with the CPU in, the board's leds don't even turn on. I'm doing this outside of the case with the ram in.

Could be both. Only way to check is to either try your CPU in another computer or try another CPU in your computer.
