Yes, it should downclock and require you to set a higher speed in bios. Your board will support upto ddr4 3200 with an OC.
Drivers are not required to post. Post only requires the PSU, motherboard, cpu, ram and a gpu. Now if the os was originally installed on a different system then it may not boot but boot happens after post.
Verify the 24-pin ATX and 8-pin EPS power connectors are plugged into the motherboard(may even try reseating them).
If you bought a dual channel ram kit try 1 stick of ram at a time to see if 1 is bad. Some 1050Tis require a 6-pin pci-e power connection so if your card has a 6-pin connector it needs to be plugged in to the PSU.
