Hp xw9400 will not install os with hexacore 2431 CPUs

I have a custom built rig with a hp xw9400 mobo. I tried putting dual 2431 opteron CPUs in. It will boot up but when I try to install any os it will start to load the install but then it will immediately shut off. I have another build with the same exact model and make mobo running a single quad core and I'm running VMware esxi 6.5 just fine! Why won't my hexacore build work??

Are you running the latest bios on the hexa core xw9400 since they only got hex core support late in their life with a bios update and without the correct bios a lot of issues happend.
