I've had a problem for a little while where periodically the CPU usage and Graphics power both go down almost predictably. Roughly every 17 seconds it'll drop down to an idle power usage even when in a game, for roughly 4 seconds then repeat. This causes huge drops in FPS and makes some games almost unplayable. I've made a short clip here to show the drops on windows Resource Monitor with the games fps count in the top left (sorry for the low quality).

My specs are :
GTX 970
AMD FX-8350 Black
ASUS M5A78L-M PLUS
Corsair Vengance 2x4GB DDR3
Corsair CX 600Watt Bronze
All run on Windows 10 (However i had this same issue while running the same system on Windows 7 previously).
I've done a few checks like to see if any cores are parked or if i'm getting throttled but they just don't explain the issue that i'm having. I also previously ran the same system but with a R9 280X AMD Card and had the same frequent FPS drops. I have also replaced the motherboard once due to a failure which didn't make any difference to the performance. Thanks for any help.
