i3 4170 is slightly below minimum, The minimum is i3 4340. I must say, I am unsure if your i3 is strong enough.
gtx1030 is not a gaming card. here, I am sure, this card is simply too weak.

I would say...no!
You need a stronger PC for PUBG.
