What is the better choice? (CPU AND GPU)

Hello, I am debating whether I should get an i7 7700 and a GTX 1060, or get an I5 7400 and a GTX 1080, im planning on gaming and streaming games likes League of Legends, GTA V, Watchdogs, rainbow six siege, PUBG (Player Unknown BattleGrounds), etc. If anyone has a suggestion, I would appreciate it!

Go for better GPU 1080 instead of gtx 1060 as for gaming GPU is important. CPU basic function is processing and running the system.
While GPU is what actually renders . So always go for better GPU instead of CPU.

But there will not be a CPU bottleneck while streaming the mentioned games? Thanks for response

Its highly unlikely. The CPU you are planning is not bad . It is a good combination you can easily stream and run games.
 
If you don't already, own a motherboard, then maybe ryzen 5 1600 is the way to go; i7 7700 with 1060 is a good option but 1080 paired with Ryzen 5 1600 is way better. As you would also be streaming, the Ryzen 5 1600 or i7 7700 should be your choice; And if you would be gaming at 1080p or 1440p, then i will suggest you to get the 1070; Gtx 1070 hits the sweetspot at that resolution.
So IMO, Ryzen 5 1600 with Nvidia GTX 1070 or the i7 7700 with GTX 1060.

Thank you for a detailed response, my budget ($1,000USD) for a full CPU can only get me the Ryzen 5 1600 with a GTX 1060, so my last question is, should I get the i7 7700, or the Ryzen 5 1600, thanks!

I5 7400 is identical to second gen i7 CPU which will definitely be a bottleneck if you are planning to stream too. If you need it only for gaming totally fine, but otherwise get the i7 and GTX 1070.
Actually if you're planning to stream I am suggesting you to get a Ryzen instead of intel CPU since there are more cores to allocate for each task.
