GPU Won't Work in my Computer, Works in other.

So I've just bought all the parts for my PC (specs listed below). Here is the problem:
- GPU won't work in my computer
- GPU works in brothers computer
- DIfferent GPU works in my computer (R9 270x)

Here is what I've tried:
- Reinstalling drivers (GPU should still actually work without them)
- Ensuring cables are plugged into the GPU
- Ensuring it's in the PCIE slot correctly
- Trying other PCIE slots
- Using a different power slot in the PSU
- Using different PSU cables
- Clearing CMOS

Notes I should add:
- It shows up in device manager
- Fans turn on and so do LEDs
- I've seen builds with same GPU and mobo
- PSU definitely has enough power

I may have forgotten things but that's about it. I did dot points so you can read quickly.

Please remove the PSU cable and turn on the pc without PSU cable installed. See if fans are spinning, and check if you get signal saying that you have to provide extra power with PSU.

I don't think that will be a solution, because he said that other graphic cards are working. If it's about the BIOS settings other graphic cards shouldn't be working too.

The other GPU worked fine, meaning it's set to use PCIE without me having to tweak any settings at all.

It's possible that the r9 270x requires less power to run than the gtx 1070 so the problem may be lying with the psu or the motherboard pci e slots not being able to deliver enough power for a post.

The only other PSU i have is an Antec 600w, not 80+ gold i dont think, not sure if its even bronze. Do I still use it?

Didn't want to risk using his PSU, too much of a hassle to take out and I had an alternative. Because I know that a dual-6 pin GPU works with my power supply, that means the 6 pin power cables work. So I used a 6 to 8 pin converter which actually worked in my old computer with his PSU, so I tried that, the GPU lights up, fans spin, doesn't work. Same as before. I might take it to a computer store tomorrow and throw hundreds down the drain if I can't get a solution
