Low fps + drops! I5 4570 and GTX 1060

hey guys, i got a new graphics card a while back but my fps is really low.

GPU: ASUS Stryx Geforce GTX 1060 6gb OC
CPU: Intel Core i5 4570
Mainboard: Gigabyte Z87X-D3H-CF
RAM: 16gb

I play csgo with an fps of like 45-62 on ultra but my friend can play it at the max fps at 299 (for csgo).
For PUBG, many people with the same settings can play it at 60+ nearly 100 but my fps is at 30-45fps.
Is there a way to fix this?

Potential starting causes

- NVIDIA Control Panel could be capping the performance of your GPU for power management
- Could be background processes hogging hardware resource, check if there are any background processes hogging resources
- CPU could be capped from power management settings.
- Could be virus / malware using hardware resource, run scans as appropriate
- Out of date / conflicting drivers - ensure all of your drivers are up to date - Use DDU
- GPU or CPU could potentially be throttling, it only takes one CPU core to bottleneck
- What are your loads whilst in game? GPU and CPU
- PSU may not be supplying enough power to your components (especiall GPU).
- Ensure the storage disks have been cleaned / optimised as far as...

- Some online games will only be as good as your internet, internet speeds can limit performance
