LCD CCFL Backlight Leaking Dangerous?

My LCD TV which uses a CCFL backlight (essentially fluorescent tubes) has been leaking and causing white patches on the display and releasing a slight smell.

Is this dangerous?
 
There's not enough gas in a ccfl tube to be able to smell it and for it to still function. It would have stopped working and the gas would have dissipated. The white patches from it wouldn't make sense either. Whatever the smell is, it's not the ccfl. I'm going to guess it's the panel because of the appearance of white patches. A smell is going to come from burning/melting and that would be dangerous as it could start a fire.

What could be melting/burning then? The LCD itself?

I've seen this quite common on preowned LCD sets. The viewing angles are bad because of the patches but if you view from the front, you can't really notice them.

It's the smell that got me worried something toxic might be leaking.
