CPU comparison? Why is one so much better? Am I bottlenecked? Does MB come into play?

Hello,

I have two systems and I don't have a full understanding of what makes these two so different. I know that the Intel chip is superior and has proven itself to be so. What I've heard is clock speed is important for gaming but for the record they are both quad cores. (see full specs below) The Intel is overclocked out of the box hitting up to 4.4Ghz and I managed to overclock the AMD chip to a very close 4.2 Ghz. On the two games I've tried, Battlefield 1 and PUBG I see similar results, although very different games. Both games on the Intel system hit a solid 60fps (monitor refreshrate) and ultra graphics, no stuttering. (no need for improvement on the Intel system) On the AMD system it averages between 45-60fps with drops down to 20-30fps at intense times usually once or twice per session. My goal is not to see equal results on the AMD system. My goal is to see a solid 60fps on medium settings with no stuttering.

both systems running Windows 10

Intel:

Asus H97-PRO GAMER (1150)
Intel Core i5 4690K @3.5 GHz (manf. overclocked up to 4.4)

Asus Strix GTX 970 4Gb

AMD: (prices are time of purchase early 2016 except GPU)
ASRock A88M-ITX/ac FM2+ mITX AMD Motherboard 29.99
AMD A10-7860K Godavari 3.6 GHz 4 Core FM2+ Processor w/ Radeon R7 Graphics 99.99

I understand that it's a little bit apples to oranges but I'd like to know why. I don't think the two GPUs are the difference makers. I've seen lots of videos with the 1050ti doing fine on high settings 60fps. Both systems seem to handle the graphics well (GPU) but on the AMD system, you see lower frame rates when there's lots of players, objects, actions happening in game. I've learned this is based on CPU performance.

My questions are, these are both quad core chips hitting similar clock speeds, are there other differences that are significant? like cache for example? What else? I'm clueless on other specs.

Also does the motherboard come into play considering since they are so different as well?

What if I had this setup? What difference would I see?

Intel Core i5-7600K Kaby Lake Quad-Core 3.8 GHz LGA 1151
ASUS ROG STRIX H270I GAMING LGA 1151 HDMI SATA 6Gb/s USB 3.1 Mini ITX Intel Motherboard
Ballistix Sport LT 16GB Kit (8GBx2) DDR4 2400 MT/s (PC4-19200) SR x8 DIMM 288-Pin

ANY HELP ON ANY OF THESE QUESTIONS WOULD BE GREAT!!

Why? They are both different platforms altogether and if anything you should be looking at this hierarchy chart to understand where the processors stack up against each other.

FYI, you should stop looking at building a system with an unlocked K suffix processor part with an H series chipset since it rules out
the point about overclocking for both the ram and CPU. In short, DDR4-3200MHz ram kits+ K suffix processor+Z series motherboard.

Second note, PUBG isn't optimized and has a lot of glitches so that is not a title to benchmark hardware while BF1 is more CPU intensive.
