Can't play 1080p youtube videos, not an internet issue.

So I have an AMD E1-1200 APU with Radeon HD Graphics, 1.4 GHz

(AMD Radeon HD 7310 Graphics)

I guess it's integrated into the cpu or motherboard, not sure. A shitty desktop I bought a long time ago from best buy I think. Unfortunately I am forced to use this until I can scrape up enough money to get my good PC fixed.

What i'm wondering is if this 1.4 ghz dual core cpu is not good enough to play 1080p youtube videos, because I cant watch them without horrible stuttering/lag.

And before you ask, no, it's not because of my internet: http://www.beta.speedtest.net/result/6621960576

I thought it might've been an issue with the drivers so i've updated them but it hasnt fixed the issue.

When I googled the problem I got results talking about DXVA and hardware acceleration but I cant make heads or tails of that so I don't know.

Is there a way to fix this without replacing hardware?

start with the bios..make sure if there a video ram setting you set it to max. also check to see if there any updated bios to let you set the video ram to 512 or more. if the pc has 4g or less of ram. the os and video chipset may be running low on free ram. see if a friend has some older ram you can use to upgrade the system if it has 4g or less on ram. with internet video some can still be using adobe flash. try installing the newest version. also if your using crome or firefox install there html5 video player plug ins.
This can happen depending on your browser as well. IE I believes defaults with html 5 playing H264 , which has hardware decoding. Chrome uses vp9, which does not. This can affect firefox as well.

If that is your issue, you can try h264ify from the chrome store.
