NEW GTX 1070 Black screen when installing drivers

Hi guys, I've been having a recent issue as of tonight (described below). Any help would be greatly appreciated.

Computer Type: Desktop, custom built

GPU: Gigabyte G1 Gaming GTX 1070, 8GB of VRAM, no overclock

CPU: Intel Core i7-4790k no overclock

Motherboard: Gigabyte b85m-d3h (latest version bios)

RAM: Corsair Vengeance DDR3 16GB

PSU: Corsair RM650

Operating System & Version: Windows 10 Home 64bit Version 1703

GPU Drivers: Clean Install (this is the issue)

Description of Problem: The problem is that I have recently purchase a gtx 1070 to replace my 750ti. The card works fine with one monitor, but then when I try to install the latest drivers to have it working on both monitors then during the installation the monitors display no signal, I hear the sound of a device being unplugged and reconnected and then I hear the sound of a windows notification, all while fans start running at max rpm.

When i restart the computer and reach the windows login screen I get the same issue - screen goes black and fans reach max RPM. I then reboot using the motherboard onboard graphics, and see windows notifications come up, which upon looking says that my system needs a restart to finish installing the driver.

Troubleshooting: I have tried using DDU in safe mode to uninstall all previous drivers, along with geforce experience. I have also tried using both the new drivers (385.41), as well as an old version (382.33) and had the same issue even without installing using geforce experience.
 
Solution
First of all, take the GPU out of the slot and reinstall it, make sure it's golden pins are all properly seated down into the slot. The screen going black and fans spinning at 100% speed are clear signs of an improper physical GPU installation.

Secondly, try removing the new monitor and run it on the single monitor after you've tried reseating the new card.

Then, start+R > appwiz.cpl and manually click uninstall on every nvidia driver software (Driver, GFE, 3D vision driver, physX driver, etc). Download the driver again (I know it's 400+ MB but still, just to be sure) and reinstall. Make sure to enable clean install. See if it works on the single monitor.

Reply if the single monitor works fine but dual monitor doesn't work.

1| You may want to remove the CMOS battery from the motherboard and see if replacing it after 15 minutes changes anything for you.
2| You could also for the sake of investigation see if the card works when dropped into the lower PCI-e slot.
3| If you're on the latest BIOS, which version is it?
4| how old is your PSU?

I faced an annoying issue related to the latest GeForce Experience version... Here's how I uninstalled it manually:


Note: This is a seriously risky way of uninstalling drivers. I'M NOT RESPONSIBLE IF YOU MESS IT UP! [On Windows 7 Ultimate. Not sure about Win10]. Try this ONLY IF EVERYTHING ELSE FAILS,

I manually deleted all uninstallers and softwares from program files and program files (x86) and used Iobit Uninstaller to run the uninstallers which all gave errors related to files they couldn't find, and powerful scanning all their registry keys and deleting them.

--- THIS IS ALSO A METHOD TO COMPLETELY UNINSTALL EVERYTHING NVIDIA RELATED, MANUALLY ---

Running on Windows 7 Ultimate SP1 64 Bit:

1. I just went into services, disabled every single nvidia service,
2. then went to resource monitor, terminated every single nvidia related process,
3. went to program files, Shift+Delete to NVIDIA Corp. folder in Program Files and Program Files (x86).
4. Went right click > screen resolution > advanced settings > properties > driver and UNINSTALLED the driver from there.
5. Then I shift+deleted %userprofile%\appdata\local\temp.
6. Then I shift+deleted %temp%. Then shift+deleted C:\NVIDIA (where extracted drivers are).
7. Ended up downloading IOBIT Powerful Uninstaller, deleted all of those nvidia related softwares and their registry keys from that powerful uninstall and scan.

8. Reinstalling the driver, it said no compatible nvidia hardware found.
9. Start+R > devmgmt.msc > Actions > scan for Hardware changes did the work here. Default Driver reinstalled. Nvidia Driver installed. Rebooted. Working fine since a week.

As a final attempt to end the night, i ran the driver installation as a custom install, and deselected HD Audio Drivers and GeForce Experience. Everything went through fine for version 382.33.
So far I haven't ran into issues but i will keep testing it out and see how it goes. Been getting a constant 250fps on rocket league so everything seems stable.
