This has been an ongoing problem for me and I don't know how to fix it.
So, what happens is when I try to boot into safe mode it hangs at one of the drivers in C:\Windows\System32\drivers
Previously it stopped at Classpnp.sys but now it stops at disk.sys
It only stops for a short while, then goes to the login screen to where it will restart shortly after. Even if I typed in my password very quickly and tried to login, it would restart while Windows says "logging in".
Here is what I have tried:
1. Renaming the driver, such as Classpnp.sys to Classpnp1.sys. I've tried this in the past and it has only made matters worse, it will hang on a new driver file down the list, and eventually won't boot at all if I've renamed too many.
2. I ran sfc /scannow. I've ran this command in the System Recovery Tools command prompt before logging in, and also while I was logged in.
3. I also ran CHKDSK /R and "startup repair" in the System Recovery Tools.
4. I ran the bootrec command with options: /fixmbr /fixboot /scanos and /rebuildbcd
5. I installed my chipset driver, though it was already installed and up to date (the same version).
6. I've changed some settings around in BIOS involving storage and USB connection, and I've also set them back to the defaults.
7. And finally I had just reseated all of my RAM, taking out all 4 modules and replacing them in dual-channel pairs.
My PC specs:

MSI GeForce GTX 970 GAMING 4G Video Card
32GB 240-Pin DDR3 SDRAM - 8GB x 4 modules
