My guess would be you have a bad memory stick (or slot, or both), or improperly installed RAM. Make sure the sticks are fully seated in their slots. If that doesn't help, take one stick out (assuming you have 2) and see if that fixes the problem. Do the same with the other stick. If your computer runs well on 1 stick you can plug it into the slot the other one was in to determine whether it was the stick of RAM or the slot that was bad. (Many mainboards have an error code that can sometimes tell you if there's a problem with the system memory. This may be something like 2 beeps on start-up, or there may be a block of lights on the board itself. Consult your manual.)
"Constant stutter after awhile" when gaming is usually caused by an overheating GPU. A program like HWMonitor will tell you the temps your hardware is running at.
Whatever your problem is, it has nothing to do with Win 10, and there are no BIOS settings to change that will fix it.
