Okay okay let me take you back an hour and a half.

I had just plugged my computer in after a week and a half of hard work! How excited I was to play some PUBG, gw2 and WoW with my buds.
Then the unspeakable happened....

I had pressed the power button in anticipation to join discord. I then heard a loud 'CCRAKK'. My world crumbled as my PSU had died. I thought the dream of cursing and staying up late with my friends was over....

I then regained my thoughts and Realized it was fixable no issue I'll just stop at a local Best Buy and pick up a new gold 850W corsair psu.

Fast forward an hour.

Great! What a time to be alive! With a small payment of $121.35 I was one step closer to homelessness and playing video games.

So I went on my merry way and replaced my PSU, joined discord and was well on my way to a good relaxing night. But then an even more unspeakable thing happened!

I was hit by a power surge! Before I even knew what was happening I was disconnected from discord and looking at a screen of black. Quickly I swapped to a new outlet to find out the damages. To my satisfaction my computer turned on the lights, I heard good sounds then loaded up the starting screen. I checked my device manager and had no issues.

I then looked at my case, THE HORROR! All of my case fans were dead! What would I do! How do I even cope?! Is it my cases problem? My month old motherboard?! WHAT CAN I EVEN DO?!

Now

We have reached the end of my saga and have reached the resolution point. Pls help.

TL;DR case fans not working after suspected power surge. Not sure if it's a case or motherboard problem. Didn't see anything burned on MB and it's like brand new. Pls help.

Solution
Or better, make sure to get a high quality PSU. You didn't mention the full model name of any of the 2 PSU you have and a 850w (Do you even need that large a PSU) for $120 sound like it's a cheap low quality unit.
