Pc build keeps shutting down ?

So I had my pc for about a year now. I only used it for about 2 months because it was working good after the 2 months it started shutting down randomly. It's been 6 months and I'm determined to fix it now. It usually shutdowns randomly from the boot up to 30 min to 3 min to 5 'min. I have all drivers installed. I have run the burn in test and no errors but after 5 seconds of the test it shuts downs. By shutdown I mean it reboots to the windows recovery. I have also re applied thermal paste because maybe I thought it was over heating and still crashing, also bought a air duster, nothing. Could it be the psu I'm using ? It's a Thermaltake TR2 Bronze 700W I have heard nothing but bad reviews about it. Also we took it to frys electronics and they charged 70$ for "diagnostics" said it "could" be the ram and then paid for the ram and it still crashes. My mother board temps around 30c-40 and CPU 25c-30c if I run any program that uses slight power it shuts downs. If it's on idle it'll prb shutdown in 5 min. As of right now it reboots once I type in the password! At least 1out of 4 times And what makes it worse is that sometimes the computer is laggy! Like it glitches and stuff something a old computer should do. Sorry for the long ramble if you have read this far I appreciate a lot
