Windows loading updates after told to stop???

I'm doing some work with Windows 7 that requires frequent reboots, and to avoid unnecessary delays, I've set Windows Update to notify me of updates but not install them. It isn't working. The system installs updates when I power down about one time out of three. To add insult to injury, it often powers down in the middle of the updates, forcing me to power up/down again before I can do any work. Last night it decided to decided to install something like 68 updates, and powered down four times.

This is NOT a hardware problem. In other respects the system is rock solid.

What's it doing? How do I make it stop?

That is not what you did. If you tell Windows Update to notify you of updates but not install them, the Windows Update service is still running. If you disable the Windows Update service entirely like I instructed, Windows Update is no longer running. It cannot even notify you that there are new updates.

I was attempting to eliminate the possibility of some software modifying your Windows Update setting behind your back, switching it from "notify but don't install"...
Try manually disabling the Windows Update service.

Right-click Computer -> Manage -> Services and Applications -> Services

Find the Windows Update service and double click it to open it. Stop it (if it is running). Then change its startup type to Disabled.

When you want to install new security updates, you will need to re-enable the update service.

My message must not have been clear. That's exactly what I did. I wrote the OP because it didn't have any effect.

I was attempting to eliminate the possibility of some software modifying your Windows Update setting behind your back, switching it from "notify but don't install" back to "install at will." Disabling the Windows Update service entirely should thwart such software, as it should pop up a dialog asking for admin privileges if it tries to turn the service back on.
