Evga 450w bronze with gtx 1070

I know that the gtx 1070 requires at least a 500w psu, but I was wondering if a good evga 450w bronze can handle it. I have heard that people go overkill on the wattage when their system can run on lower wattage psus.
My current system is
I7 2600
8gb ram
Two hdds
Gtx 1060

It doesn't 'require' a 500W, 500W is only a recommendation. If you look at GPU reviews where the reviewer makes power measurements at the wall, most test setups barely break 350W and that includes PSU losses.

Recommendations are heavily inflated to "compensate" for the prevalence of poor quality PSUs on the market.
