RX480 with 35 fps even on low??

I am relatively new to PC gaming and recently a built new computer with a RX 480. I mostly play Ghost Recon Wildlands and am only getting about 35fps on low settings and if I switch to ultra I get about 29 fps (both at 1080). Also there is a very bothersome stutter ever second or so during gameplay. I know the RX 480 isn't the highest end card around but shouldn't it be better than that. My setup is as follows:

Ryzen 5 1600 with Wraith stock cooler
MSI Krait gaming B350 board
RX-480 sapphire reference card
16gb DDR4 2933 mhz
256 gb NVME m.2 Samsung 960
Corsair 430 PSU
Windows 10 64bit

Temps run about 50C for CPU and 55C for GPU. This computer was a fresh install of windows about a month ago. I have made sure that I have the latest driver from AMD crimson. Any suggestions or thoughts are greatly appreciated.

your power supply is inadequate for your components


also do you monitor cpu temps while playing? are those idle or full load?

Those are temps during game play. The power supply was salvaged from an older computer for this build and now that I think of it I do recall two times when the computers was just idle and the BIOS shut it down for an unstable power supply. Maybe time for a new one. I assume the GPU throttle or run poorly if PSU was struggling.
 


the system is trying it's best to adjust the performance according to the available power, so that's why ur system is peforming poorly
u really need to change that PSU

u might risk ur system if u keep doing this, i suggest u look for a replacement from the tier 1 / 2 (which are best suited for gamers and overclockers)

i was going to recommend the 550w, but the price difference were only 4$ (75.98$ against 79.99$ for the 650w instead)

Thanks everyone for the suggestions. I didn't even consider power supply being an issue and was focused on drivers and settings or something. I will pickup a 650 or 750 power supply tomorrow and give it a shot and keep you updated. Thanks again.

It may not solve his problem, but generally speaking, when there's a problem that can have a lot of sources and a possibly weak/inadequate power supply involved, it's best practice to replace that first and eliminate that confounding variable.

I replaced the power supply with a EVGA 750 GQ power supply and got everything running again. It doesn't seem to have made any difference however. I have some updated numbers though during game play at 1080p with low preset.

CPU 3.2Ghz running at about 35% usage, and 50 C temps pretty consistently ( using MSI command center to see these numbers)
GPU: 1265 mhz with memory set at 2000mhz, temp was holding around 73 and GPU utilization was very sporadic. The graph would have spikes to 50% for about 1 sec then drop to almost 0 for a sec then back to fifty.

Sorry these temp numbers are different than originally posted, I was using the Strixx program to monitor but I read somewhere that the program may be source of problem so I uninstalled and am using the Global Wattman to view.

If needed I can post some actual screenshots of the graph during gameplay if that would help. Thanks

Well I had updated bios after building computer but MSI had new one as of the 6 of sept I believe. Updated it and now GPU is pegged at 100% rather than spiking from 0 to 50 or so. FPS are as follows all at 1080 using game presets:
Low: avg 93
Med: avg 71
High: avg 62
Very High: avg 54
Ultra: avg 42
Also I know this is a known problem for frame drops when using a plugged in controller like and XBOX one controller vs keyboard and mouse (i see about a 5 fps drop with controller) is there a controller that doesn't produce the drop?
Thanks for the tip to update BIOS that certainly seems to have done the trick. Also is there any specific settings that should be turned on/off for AMD that would make the AMD card run optimized?

Glad its sorted. Just keep your gpu drivers up to date, settings are a personal thing, just tweak each game so it looks and plays what is best for you.
