Browsing the internet is fast, speed-test shows normal speeds yet downloads are slow.

I have been able to use chrome to browse the internet with speeds I normally yet this past week whenever I have wanted to download from steam I've been getting extremely slow speeds (11KB/s). This has been the same for Origin, Uplay, Battle.net and when trying to download files through a browser yet general internet browsing and streaming of video has been flawless. Both Google speed-test and speedtest.net show me getting 45Mbps down and 20Mbps up.
I've reset my router, flushed my dns and tried others such as googles, reset my config on cmd and tried both Ethernet ports on my pc. Any other computer on the network downloads at the normal speed.

Any assistance would be greatly appreciated. Thanks

Speed also depends on the websites servers. Depending on your location your speed may lower on certain websites or when downloading certain files. The speed test shows the speed along an optimal connection. So if you find a website with that optimization youll get the recorded speeds.

Yes I understand this, but other computers on my network can download the same file from the same server at the speed advertised by the speedtests and it isn't limited to certain files but any from any site I attempt to download from.

Turn off all modems except the one connected to the computer you are having difficulty with. Most likely there is an issue with your modem or one or more of the other computer/modem.

If you can isolate which computer/modem you are having trouble with check it for a virus.
