Stream looks pixelated

I have a i7 6700k
gtx 1070
16gb ddr4 3000mhz
and my stream looks pixelated even when i turn the settings of the stream to the highest.

with streams, the problem could actually be in your internet speed, not your PC set up. Try run a speed test, if you're hitting low figures for your upload and download speed, then that is the problem (to fix it you could try using an ethernet cable if you aren't already)

i have 45MB down and 10MB up speed
i think that that is enough for streaming 1080p at 30fps
