First, you test.
Power off.
Remove the drive you wish to format. Physically disconnect the cables.
Does the system boot up?

Yes, it works if I physically remove 2nd disk. Because in disk 1 is currently primary and have Windows XP installed so I can work with Windows XP

this world be the safest way but if you have a way to tell the difference between each drive when you look at a list of the partitions on your computer you can just format the drive without disconnecting anything

So one drive has Win 7, and one drive has XP?
And you wish to continue using XP? WHY?

Yes!!

I successfully formated 2nd disk.

Now I want to disconnect 1st disk and want to use 2nd disk as primary but in 2nd disk I want to install Ubuntu. Any solution?

How do I install Ubuntu on 2nd disk now? 2nd disk is totally empty.

I've seen people do it that way, and completely miss the existence of the boot partition on the drive to be formatted.
Oops...no boot for you.
