USB Endoscope Win 7

Hi I have bought a generic USB Endoscope ( camera ). It should be Plug & Play and uses ViewPlayCap to display images. However, I cannot get it to be recognised by my PC. I have tried another machine using Win 10, I have tried it on Android devices which it should also run under.
I have tried finding different drivers for it all to no avail. It does not show up under Device Manager-Imaging devices and there is no sound when i plug it into an USB port but it does light up.
Any help?

I would have considered that if not for the fact that this is the second one, the supplier did replace the first one and categorically stated that this one was fully tested before despatch. Also, to be fair ti him I did get it working very briefly on my Laptop, but never on an android device, which was running win 10 this then was updated and i have never got it working again. Also, it seems many other buyers ( from various sources, experience the same problems.
