PC turns off, fans spin loud or don't spin, won't boot or reboot unless at least one RAM stick replaced.

Problem started when PC was on sleep mode, when tried to turn it on, fans went very loud but it didn't turn on, monitor showed no signal. Turned off power and tried to boot it again, fans got noisy and no boot. Front and rear fans stopped spinning. VGA fan was trying to spin like one move every 10 seconds. Removed and placed back VGA, didn't boot. When removed one RAM stick PC turned on, but when tried to restart it screen goes dark and fans go on full power again. Updated all drivers and one for VGA. Seemed to work, restarted etc. After 30 minutes of usage pc turned off, and again loud fans and doesn't boot. Removed and put back RAM sticks, worked, installed Asrock drivers, but waiting it to turn off again. Never overclocked, new build a week or so. BIOS latest version.

So basically removing RAM and place it back helps, system starts to boot and reboots fine (fans get loud in the beginning though and get to normal in a few seconds), but PC turns of after sometime and everything starts again, loud fans or some fans don't spin and no boot until replacing RAM.

Why are there two XMP profiles on my Corsair DDR4?

We include a pair of XMP profiles instead of just one for users who want to control how much power is consumed by the memory. The first XMP profile runs the DDR4 at its specification of 1.2V, while the second offers a higher speed at the cost of bumping the voltage to 1.35V. Why am I encountering stability issues with XMP?

While we’ve been working around the clock with motherboard vendors to maximize compatibility and performance, these technologies are all very new. If you have trouble with stability using either XMP profile, we recommend either manually entering the speed and timings the DDR4 is rated for or running your memory at its default speeds until your motherboard vendor provides a BIOS update to improve stability.

I’m running at the default 2133MHz speed, but my system still isn’t stable.

Double-check to see which memory slots your DDR4 is installed in against your motherboard’s instruction manual. We’ve found that you have to install your DIMMs in the primary set of memory channels first, in order, to ensure stability. If this checks out, please contact our tech support.

I did see a link to memory compatibility list but it doesn't list your mobo. Fortunately your motherboard support page does list it:
http://www.asrock.com/mb/AMD/X370%20Taichi/index.asp#Memory
and does mention your memory module with a ver 5.30 next to it. I don't know what this version means but maybe it means some driver installation is necessary. Ask Asrock or corsair about that. It also mentions right at the top that each RAM whose frequency is 3000 will downgrade to 2933 with X370 Taichi. So double check this in bios, and as faq said, if necessary, adjust values manually. If not sure what to change, bug corsair or asrock about this.

It also does mention in faq that a2/b2 slots are priority with dual channel memory:
http://www.asrock.com/support/QA/TSDQA-129.pdf
so make sure you try those slots first.

this is the samsung version of the ram 5.30 and ram is on list so when you remove and put it back system work do a memtest for each module and see if you could try any other working ram on the board also cooler is well fix on cpu and all power cable are in the standoff are fix under the board in the case .
