Optiplex 990 Won't turn on

I recently purchased a dell 990 optiplex from a surplus sale at out and I booted it up and was about to install a os but it was admin locked to I powered off and went to sleep the next day it wouldn't turn on no lights no responses I tried troubleshooting it and when I called del customer service they said 300$ for a fix the computer was 68$ dollars

At this point if the computer does power up but has the Administration lock as you've stated, then you're only going to gain access to it if you know what the admin password is. In that event, you're best off returning it for a refund. You could try and buy a replacement PSU but they don't come cheap either. Mind you the Dell OptiPlex 990 came in a variety of form factors, which one do you have?
