Is now a good time to start building a PC?

First of all, I'm not that knowledgeable with a lot of this stuff. Anyway, I've been thinking about building myself a PC, but was wondering if now was a good time to do so.

In the past, I've heard people say things such as 'now is a great time to build a PC!'. I've kind of inferred that they mean that in the sense of recent tech releases, and such. Assuming that is the case, is now a good time to start building, or would it be better to hold off for a while?

If you want to get something like a GTX1070 or higher than due to the crypocurrency mining craze the prices (and availability) of said GPU's are crazy. If you're looking to build an entry level system for gaming with 500USD at your disposal, you would be served up with a Ryzen 3 1200+ GTX1050Ti system.

Holding off for a while to see what processors come out from Intel would be a good idea and by then prices for GPU's might drop and stocks(availability) might be healthy again.
