Need to pre-own games in Gaming 'cafes'?

I've been thinking of going to a lan gaming place to play with some friends, but would I need to already own the games I want to play? If so then I could just play at home, so what's the point then? So would I need to already have the games on steam to play them there, or would they have accounts for each PC that has access to each game? Thanks :)

usually the games are all already installed in the cafes

imo though, u know steam, even if the game is there, u can't play it until u purchase it (since the play button is replaced with the purchase button)

and no, most of the times, that's the master account from the cafe keeper, u can't borrow them (since all the PC are part of an intergrated system, usually they share the master computer's HDD files)
