CPU Fan making annoying high pitch noise

I have tested two stock cpu fans and they both make a really annoying intermittent high pitch noise on all possible RPM seeds (standard, silent, turbo and full speed). Funny thing is that when I reduce the fan speed to silent the high pitch sound becomes much more louder and remains constant. I'm very sure the sound is coming from the CPU fans that I've tested because I've already tried connecting and disconnecting other components in order to identify the source of the sound, besides when the sound starts and I stop the cpu fan the sound also stops. I'm planning on getting a replacement soon, but what strucks me the most is that I don't really remember having this type of problems with cpu fans before in my entire life. Are they making stock cpu fans worse everyday.
Has anyone else experienced something like this? One of them is almost new, been using it only for about 6 months, the other one is much older (maybe 5 years old).

My current CPU is an AMD A10 6800K, the integrated graphics have been forced to 1gb on BIOS, it should be 768 megabytes by default. I don't think that Forcing it to 1gb is what is causing the noise because the noise is still there even when I don't force more ram and besides like I said the sound gets worse when I set the speed to silent (and it's even there when I'm not doing anything with my PC, it's even there when I'm in BIOS)

My CPU temps are between 48 and 50 on BIOS (I only have one chassis fan)

Yes and once one of them stops the sound becomes a bit more louder for a couple of seconds before it's completely gone. If you mean the chassis fan, I disconnected it to run these tests.
