I plugged a fan into power supply while the PC was on.

First off, here is my build: Ryzen 5, GTX 1060, Asus PRIME B-350 Plus, Team Vulcan 8G DDD4, EVGA 650W fully modular power supply.

As the title suggests I plugged a case fan into my power supply while the PC was on. I know this was a terrible thing to do, but I had a lapse in judgement. I had my new build up and running for the first time and everything was running smoothly. Windows installed and beginning to load my programs. I noticed I incorrectly wired the front case fan so it was not running. I turned the PC off and re did the connection and turned it back on. The fan still was not on so I poked around and saw that I had unplugged it from the power supply at some point. I plugged it back in without thinking to turn off the computer. The PC immediately shut down and all that was left on was a light on the motherboard. I turned off the power supply and turned it back on and the motherboard light came back on again. I pressed the power button to the PC but it was unresponsive. At someone's suggestion I cleared the CMOS according to the manual (which consisted of shorting two pins with a piece of metal when the power supply was unplugged and the battery was out) but this did not allow me to power on the system. I am not sure what to do here.
 
Solution
you mentioned you rewired that fan, try this disconnect that fan , and try to power up it comes up properly your fan how ever you "wired" it is wrong, ie have a grounding wire on a power wire.
