New build, radeon rx 550 not recognized (driver issues?)

Hi Folks,

Problem
I just built my first PC in 15 years. My only problem now is that Windows is not recognizing my Sapphire Pulse Radeon RX 550 graphics card. I know the card is working because I have my monitor hooked up via HDMI through the actual card, and I'm using the computer right now. Device Manager only lists the "Microsoft Basic Display Adapter" under display adapters. When I try to install the most recent driver for my card (version 17.x) I get a message that "Components are already installed".

Specs
OS: Windows 8.1 Pro (x64)
Monitor: HP 24W monitor (connected via HDMI)
MOBO: Asus 970 Pro Gaming/Aura
Processor: AMD FX 8350 processor (8 cores, 4.0ghz)
Memory: 2x4GB Gskill Ripjaws
PSU: Rosewill Photon 550
HDD: WD blue 1TB

Troubleshooting
- Installed all windows updates
- Reflashed MOBO with most recent BIOS
- Used AMDcleaner utility, followed by UDD (in safe mode) to strip out existing drivers
- Reinstalled the current drivers (not in safe mode) got same error message
- Stripped out all drivers again via above method); installed previous driver version (16.x, released Dec '16)
- Install of older driver version wokred, but device manager still only lists "Microsoft Basic Display Adapter"

Questions
-Could the graphics card be screwed? Would I still be able to get this basic functionality out of it if it were not working?
-Could this be a compatibility issue? PCpartpicker does not list any problems with compatibility for the MOBO and the graphics card.
-PCpartpicker did list a possible compatibility issue between the processor and some BIOS for the MOBO, but I've tried two different bios now and everything else seems to be working fine. If there was a compatibility issue here, would it show up only with the video card?

Update: I updated to Windows 10, cleaned out the old AMD drivers and reinstalled the version 17 drivers for Windows 10. Fixed all the problems, and I'm up and running.
