CPU really weird temperature

Hello, my AMD Athlon II x4 635 temps are broken it used to run at 30 - 60
now it got up to 175 (Celsius) and ever since it shows up as AMD engineering sample in my computer and HWmonitor says its a AMD Opteron 3000 and it says its at 0 degrees but the water cooler is hot af on the block and the radiator.
specs:
ecs a780lm-m2 motherboard
AMD Athlon II x4 635 (NO OTHER AMD CPU'S READ PEOPLE)
Gigabyte AMD HD 7970 windforce x3 oc edition
8gb ddr3 ram

(this is my old cpu i was using my i7 870 on a ga-h55m-usb3 but its been fried (due to the psu that was outputting irregular voltages))

It is the motherboard but im wondering if there is a fix, you see the pump is hot, the radiator is hot, the pipes are hot, but restarting windows SOMETIMES fixes it

Same water cooler i have to underclock this cpu to 1.9Ghz because at 2.9 it overheats, also how would one clean out a closed loop watercooler, the pump is fine though

Ok, my friend is getting a new i5 and mobo and he said i can try and test with his pentium mobo, ill give results when i get my hands on the pentium.
Also i get bsod's every now and then but im sure thats linked to ram so we will leave that to another time as i think i know the problem there

That was an Intel I7 870 as i stated, that was on my GA-H55M-USB3(Which is fried now) please, im not trying to fight i really have no idea what to do here, how do i even clean out a closed loop cooling system
