My laptop (toshiba satellite l670-1dx) had been running pretty loud lately so I decided to open her up and change the thermal paste. The thermal paste was pretty crunchy/broken up so it was indeed time to change it.
However, around the cpu there are small chips(?)/bumps:

Am I supposed to put thermal paste on these as well? Because when I didn't and tried turning on the pc, the cpu became pretty hot (90* at 100% load), or is it possible that this is due to the thermal paste I am using? On the back of the package it states the thermal conductivity is 0.8 watts/meter-*C, but my desktop has been running fine using it for the last couple of years.
