Should I get a new graphics card?

So the problematic RX 470 I've talked about previously has finally decided to stop working (well, sort of. The card itself works, but the fans don't, which is a problem seeing as how now whenever I play any games according to CAM it runs at 90c). I don't think I'm going to be able to RMA it since I bought it off eBay, so I need help deciding on a new card.

Note: I have a freesync monitor, so I'm looking for only AMD cards. It should also be noted that here in Australia, we (for some reason) don't have any 470s/480s in stock.

This limits me to 3 choices:
- RX 570
- RX 580
- Vega 56 (I'm really interested in this, but I've heard bad things about its power consumption. Is it as bad as it sounds, and if not, can I use it with a 550w PSU?)

The 570 and 580 are pretty close in price here. No brainer... get the 580. Under load, the 580 is going to consume 50-100 more watts than your old card. You have some nice components ... you need to up your game in the PSU department. Also, get some more RAM.

If you can get it, I'd go Vega 56 because with a bit of work you can get it within a few percent of the 64. If you can't get your hands on the 56 then the 580 is probably better than 570 because of how similar their prices are currently.
 
If you go Vega 56, you'll most likely need a new power supply too. Vega 56 has very high power consumption even at stock clocks. 500W is the minimum requirement, but frankly I'd get at least 650 W power supply just to be safe. If you can't go with that it's best you stick to the RX 580 8 GB card, for 1080p 75 Hz it'll be enough GPU horsepower.
