Motherboard shuts down

My motherboard keeps shutting down after I power it up, it powers up then it shuts down then up again for couple of times then sometimes work for few minutes the completely down, and if I press the power button nothing happens till I take power plug out then plug it in again then press the power button.

I tested the power supply and it works fine.
I took everything completely off, so its only the processor, motherboard and power supply only connected.

And I've cleared the CMOS

You also have the RAM plugged in?

Nope, there was nothing attached at all, only CPU, motherboard and PSU.

I fixed it by taking out the motherboard and put it on the ground for around an hour, I did that before to another mobo ad it worked, sounds like static electricity problem.

Really? Because a PC shouldn't boot without any RAM - without RAM your PC wouldn't even boot into the BIOS, let alone an OS.

Yeah, if you attempted to boot without any RAM, it would've given you a blue-screen.
