GTA V low fps + texture problem on the GTX 1060?

8 GB Kingston HyperX 1600 MHz + 2 GB 1333 MHz Apacer RAM
3 TB + 500 GB HDD
ASRock PRO3 Z87 motherboard

On my R9 280x I played GTA V on "max" settings, MSAA 4x (sometimes 2x), and no high-resolution shadows. Now I'm playing on pretty much the same settings. The average fps on my 280X was around 40-45fps, it would fall down to 30 only in highly vegetated areas, and rarely so. I play in 1080p, by the way.

After my ASUS R9 280x died, I decided to buy the GTX 1060. I uninstalled all of my previous AMD drivers, I even used the AMD cleanup utility. After installing the latest drivers, I tried to run GTA V from Steam, just to find the textures loading very slowly, or not loading at all. Later on, an error message saying "Your computer is low on memory, close this program" started to appear. When I closed Chrome, the error message didn't appear, but the textures were still not loading properly. I tried deleting the Rockstar Games folder from my documents, and completely reinstalling the game, but it didn't help at all. When I checked the CPU usage, it was around 80-100% at times, and as for the memory usage, it was around 7GB, once even 8. I have one 8 GB stick (HyperX 1600 MHz) and one other 2GB stick 1333 MHz. Some people have told me that may be the cause of the whole problem, but why now? Why would this supposed RAM problem emerge just now? Also, when I turn Chrome off, the error message doesn't appear, but the textures still load slowly. This happened just a couple of hours ago (all needless background processes were shut down):

When I tried it again, the textures weren't loading as slowly as that time, in fact, it was much better, but I could still notice the cars and pedestrians loading slower than expected. I would think this was normal, but I don't recall ever encountering such issues on my R9 280x (maybe the shadows would sometimes take time to load when flying, but it was barely noticeable). Aside from the textures loading very slowly, or sometimes not loading at all, my framerate is also pretty problematic. The game sometimes goes from 60-28 fps in a second, and even when it says that it's around 48 fps, it's noticeably slower. The issues vary from time to time. Sometimes the textures won't load at all, sometimes they'll load in a more acceptable manner, but Chrome and every other background process HAS to be shut down.

I've tested Sleeping Dogs, NFS Most Wanted 2012, Storm 4, CS:GO, Devil May Cry, Prototype 2, and I found no such issues. These issues appear only in GTA V, and to make it worse, it used to run just fine before. I mean, granted, my PC has gotten a lot slower these past few months and I believe I may have some kind of virus, so I'll try reinstalling the system first, though, I still don't see why GTA V would be the only game affected like this, and why now. I also need to upgrade my CPU fan, as I've been using the stock fan for the past 3 years and the average temperature I get in GTA V is around 80-85 degrees, but AGAIN - I still don't see why it's only happening now that I've purchased the GTX 1060. I wouldn't really want to lower my settings, as it's simply absurd to me.. I've seen gameplays of people having the exact same CPU and GPU as my own, playing on max settings with an average fps of 60-80, and a minimum fps of 48 or something. And, yes, I am fully aware of the fact that GTA V is a CPU intensive game, but then again, this has only started happening now. Any thoughts on what the problem may be and what way there is to fix it?
