Hello everyone,my first time posting here. This started only few days ago,my friend's ping in league of legends has gotten from 66 to 53 on russian server and 73 to 66 on west. We have same ISP but my ping stayed 66 for ru and 73 for West. What could be the problem? We don't live far away from each other.

Are you sure it is really worth the effort to find a difference of 10ms.
You likely can not fix this unless it happens to be a issue with your pc or your router which is unlikely....assuming you are not running on wireless because that gets all kinds of strange delays from time to time.
Run tracert to the server from both locations and compare the trace. You want to see where the difference is. The first hop is your router the second is the connection to the ISP in most cases and the rest is your and other ISP routers in the path to the server.

I found a difference in 9th hop,from my pc its 50ms 50ms 63ms to frankfurt server.
While on her pc its 51ms 51ms 51ms.
Also 10th hop is timed out for me while for her it isn't.
Judging by the fact that it's 9th hop,it's connection from isp to the game server,right? If we have same isp why do we have different ping to the server?
That is strange the path is the same but you get different latency.
Unfortunately this is not even in your ISP network. It is in level3 network. Only level3 know what actual equipment is in the path. There are many times devices that you can not see in a tracert. There can actually be a different path back from the server than to the server which you have to run a tracert from the other end.
You can run more tracert to confirm that the problem always occurs in level3 network but what can you possibly do about it. You do not pay level 3 any money so you are not actually their customer. Your ISP likely does not have any form of performance contract with level3. So even they would have issues getting level 3 to even look at this.
