Looking for help diagnosing issues with PSU possibly failing

Posting to see if anyone has had a similar issue - trying to diagnose a PSU that may be failing, but works some of the time.

I've recently moved, and when trying to reconnect and boot my PC after transit it refuses to boot, without LEDs or any indication of life. I've had a couple of occasions before moving where the power button hasn't worked first time, but I had been putting it down to a loose connection somewhere.

Following the normal process for non-booting, I've taken the components out of the case and connected just the CPU, cooler, GPU and power supply to the motherboard.

Before doing this also used a bobby pin to connect two wires in the 24 pin motherboard power lead following this suggestion, with just the PSU plugged into the wall and nothing else connected

This spun up the PSU fan on the first attempt, but I haven't been able to consistently reproduce this, although this could be due to a bobby pin not getting good connections with the heads?

After this I've tried reconnecting the cables into the motherboard, cpu and gpu, and one ram stick, and using a screwdriver to short the power button connection, which spun the PSU and GPU fans up on a couple of occasions but not consistently. I tried both of my RAM sticks in each slot individually, and then together in 1 and 3 or 2 and 4, which are the previous configurations that worked with this setup. This hasn't produced any kind of consistent result, but using one stick in slot 1 seems to work maybe 40% of the time.

Pretty much trying to find out if its possible for a PSU to fail partially/gradually in such a way that it would be booting like this some of the time but not consistently, anyone had any previous experience with an intermittently functional power supply?.

If its just a failing PSU I can probably replace it, but before I order one I wanted to find out if this is a known way that PSUs fail, or if they usually just stop working under all conditions
