My Windows 8.1 stuck loading - I think I made it worse with Hiren's Boot CD

So my CD drive wasn't working, so I restarted by computer. But however I couldn't get past the loading screen (it took forever, I waited 10+ minutes). So I rebooted the computer a few times until the Automatic repair screen showed up. However I couldn't get into CMD or System Restore because it asked for a password (I knew my PIN, not password). So I reset my Microsoft account password and tried again (and restarted) but I still couldn't get into System Restore or CMD. So I booted into Hiren's Boot CD (15.2) and loaded the Password Reset tool and changed the password for the Administrator account and my account, but it ended up making things worse, because now when I try to get into CMD/System Restore, it says there are no Administrator accounts on my PC. And if I try to load into Safe Mode, I see "Other user" and can't log in. I need help. I really don't want to reinstall and lose my files.
