I usually play nfs 2015 in the mornings and my cpu is always between 87 and 100 percent. My main goal is just to be able to play payback when it comes out. Anyway my budget would be 200 but I would go over if its truly worth it. Im pretty sure i have a dual core CPU and would want a quad core ( i think, computers arent really my thing)
My setup is
Intel(R) core(TM) i3-2100 @ 3.10ghz
Geforce gtx 1050ti
8 GB of ram
And dual moniters (if that matters)

my only concern would be with windows 7. Its the OS i currently have and really like it, would it work with that CPU?

Of course, why wouldn't it?

i3 to i7 sounds like a big jump but like i said computers arent my thing

It will be a big jump in terms of performance, but the compatiblity stays the same. Its all in the learning process ;)
The i7 I suggested will run your games better and won't force you to have to get a new motherboard or RAM.
